习近平在十九大报告中指出,中国特色社会主义进入新时代,意识形态领域斗争依然复杂。在新时期,西方文化对我国意识形态话语权的渗透、多元化思潮的冲击、网络意识形态话语体系构建不完善、网络传播能力不足等问题亟待解决。加强互联网内容建设,建立网络综合治理体系,营造清朗的网络空间,提高国际网络话语权是建设我国网络意识形态话语权的迫切需求。网络意识形态话语权的建设有利于马克思主义在意识形态领域的指导作用,培育和践行社会主义核心价值观,提升国际网络话语权,保障国家意识形态安全。

Xi Jinping pointed out in the report of the 19 th National Congress that socialism with Chinese characteristics has entered a new era, and the struggle in the ideological field is still complicated. In the new era, Western culture's infiltration of ideological discourse power, the impact of diversified thoughts, the imperfect construction of network ideological discourse system, and insufficient network communication capabilities need to be resolved. Strengthening the construction of Internet content, establishing a comprehensive network management system, creating a clear network space, and improving the right to speak on the international network are urgent needs for building a network ideological voice. The construction of network ideology discourse power is conducive to the guiding role of Marxism in the field of ideology, cultivating and practicing the core values of socialism, enhancing the right of discourse in the international network, and safeguarding the security of national ideology.
