基于系统协调度的入河排污布设分区理论及应用

摘要 我国河湖等地表水体仍存在入河排污口布局不合理,取水口、排水口犬牙交错和相互影响等问题。而如何科学划定排污分区,协调水资源保护与利用之间的关系,尚缺乏科学理论方面的指导,因此迫切需要建立入河排污布设分区理论。基于系统协调论基本思想,从目标、关系、规则、行为等方面构建了入河排污布设分区理论体系,提出了基于系统协调度函数的排污布设分区模型,并选择汉江干流汉川段进行了典型案例分析。研究结果表明:基于系统协调度的入河排污布设分区理论可以从系统角度统筹考虑保护与发展、区域与区域、部门与部门、当前与长远4个维度的协调关系。基于协调度函数的排污布设分区模型具有计算方便、结果准确等优点,可为入河排污口科学布局提供理论和方法指导。 The issues such as unreasonable layout of sewage outlets,mutual impacts between water intake and sewage outlet are still outstanding in domestic rivers and lakes.How to scientifically delineate the sewage division and coordinate the relationship between water resources protection and utilization is still lack of guidance in scientific theory,and it is urgent to propose a partition theory of into-river sewage outlets layout.Based on system coordination theory,this study constructs the layout theory of into-river sewage outlets from the aspects of objectives,relationships,rules and actions,and proposes a sewage outlets layout partition model based on system coordination function.A typical case study was conducted for the Hanchuan section of the Hanjiang River.The research results show that the partition theory of into-river sewage outlets layout based on the system coordination degree could comprehensively consider the coordination relationship between protection and development,inter-region,inter-department,current and long-term dimensions from the system perspective.The sewage outlets layout partition model based on the coordination function has the advantages of convenient calculation and accurate results.This result provides theoretical and method guidance for the scientific layout of the into-river sewage outlets.
