Scientific Spirit and Consciousness of Rule of Law: Discussion on Practical Needs of Archival Organization After Institutional Reform

推进档案事业发展使之适应当今中国的经济体制与行政体制、受到社会认同,才是档案部门机构改革的终极目标。而实现这一目标,则需要勇于开拓新境界、善于提出新问题、认真研究新情况,用科学和法律这两件法宝劈山开路。在机构改革不断深化的下一阶段,档案部门的艰难改革将正式踏上征程,此去一路未知困难多多,需要借鉴参考已有区域改革试验的教训与经验,例如“徽式探索”彰显的科学精神与“闽式探索”深蕴的法治意识,等等。

Pushing archival undertaking forward to adapt to the economic and administrative structure of today's China is the ultimate goal of institutional reform for archival department.To reach such a goal,we need to be audacious in exploitation,good at raising questions,and earnest in research new occurrences;we need to use the two tools of science and law to hew out a new way.A long and difficult journey of reform awaits archival department,therefore,it is necessary to learn from past experiences and lessons in regional reform experiments,such as the spirit of science showed in‘Anhui Exploration’and the sense of law imbued in‘Fujian Exploration’,in order to choose the right course.
