“意见”的规范性与复合性分野及其规范化

在写作实践中,“意见”公文分野为规范性和复合性两类,现行“意见”公文的适用范围已无法涵括其全部功能。基于此,从语词、文种、发布、实践等多方面分析“意见”公文的应然属性,对两类“意见”公文的发文对象、主体功能、文书流转、行文方向等进行比较,揭示其差异,进而提出推进“意见”公文规范化建设的几点举措。

During our writing practice,"opinion"document is divided into"normative"one and"compound"one.However,current opinion's range of application has been unable to include all functions.Based on this,the author tends to analyze required attributes from words and phrases,document type,publishing,practice and some other aspects by comparing object,function,processing and direction of these two kinds of documents.In this way,differences can be revealed in order to put forward following measures of promoting“opinion”document normalization construction.
