冰雪特色小镇发展存在的问题及优化路径

Problems and Optimized Path of the Development of Ice and Snow Towns

运用文献资料、实地调研等方法探讨冰雪特色小镇存在的问题与优化路径。研究认为:冰雪特色小镇建设是推进新型城镇化进程的重要选择、是推进冰雪供给侧改革的重要动力、是冰雪产业跨界融合的重要载体;产业特色、功能集聚、形态丰富、制度建设分别是冰雪特色小镇形成的基础、动力、活力和保障。但我国冰雪特色小镇存在产业特而不强,品牌效应不明显、经济辐射有限,社区功能不完善、形态理念雷同,“三生”融合度不高、管理体制落后,龙头企业待引进等问题。建议:加强冰雪特色小镇特色产业的培育,促进冰雪特色小镇多元化发展,提升冰雪特色小镇设施建设的品质,出台促进冰雪特色小镇持续发展的政策等。

By using the methods of literature reviews and field investigation,this paper explores the existing problems and optimization path of the ice and snow towns.The study considers that the construction of ice and snow towns is an important choice to promote the process of new urbanization,an important driving force to promote the reform of ice and snow supply side,and an important carrier for the cross-border integration of ice and snow industry.Characteristics of the industry can be the basis for constructing ice and snow industry,functional gathering can be the motivation,forms can be the energetic while system is the guarantee of the ice and snow towns.However,there are some problems in ice and snow towns in China,for example,as special industry,it is far from being a strong one,brand effect is not obvious,economic radiation is limited,community function is imperfect,concept is identical,Three-Life integration are not matching with each other,management system is lagging behind,and the leading enterprises need to be introduced.Suggestions:strengthen the cultivation of ice and snow towns’characteristic industries,promote the diversified development of ice and snow towns,improve the quality of ice and snow towns’facility construction,and formulate policies for the sustainable development of ice and snow characteristic towns.
