南水北调德州市受水区地下水压采工作实践与思考

Reduction of groundwater withdrawal in water-receiving areas of South-to-North Water Diversion in Dezhou City

南水北调工程是国家统筹配置水资源的重大战略工程,山东省德州市境内工程属南水北调东线鲁北段工程,有8个受水县市区,受水区地下水超采严重,引调长江水为德州市受水区地下水压采提供了置换水源保障。介绍了德州市地下水前期压采工作实践情况及效果。全市地下水压采工作深入推进过程中也面临着一些困难和问题,根据现行政策和工作实际,提出了相应的解决办法。

South-to-North Water Diversion Project is of strategic meaning for national water resources regulation.Dezhou City of Shandong Province is located in Lubei section of East Route Scheme,where has 8 water-receiving counties,cities or districts.Due to over-exploration of groundwater in these areas,the diverted water from the Yangtze River has been used for replacing the groundwater use.Practices and results of reducing groundwater withdrawal in Dezhou City are introduced and mitigation measures are raised based on current policies and reality,concerning the issues related to the process of reduction of groundwater withdrawal.
