沿海防台风地区提高水旱灾害防御能力研究——基于浙江台州2018年抵御台风“摩羯”的实证分析

Capacity building for flood defense and drought relief in coastal regions——empirical studies on 2018 Tropical Storm Yagi in Taizhou of Zhejiang Province

沿海防台风地区水旱灾害频发,防御压力大,防御能力亟待提升。分析了沿海地区水旱灾害特点,介绍了浙江省台州市防御台风灾害的实践探索,剖析了沿海防台风地区水旱灾害防御的主要问题与压力,提出了进一步加快防洪排涝工程建设、提升监测预警能力、加强水利工程安全管理、抓好水利工程科学调度、加强防汛防台演练和培训、完善水旱灾害防御政策制度等六方面对策措施。

Due to the frequent happening of flood and drought in coastal regions and increasing pressure,it is urgent to enhance the capability of flood prevention.Based on analysis of the features of the disaster,introductions are made on the practices and main issues related to typhoon disaster prevention in Taizhou City of Zhejiang Province.Six measures are proposed,including accelerating construction of drainage systems,capacity building for monitoring and early-warning,safety management,scientific regulation of water facilities,conducting more exercises of flood defense and training and perfection of policy and institutional systems.
