湘西两大灌区可持续发展问题分析与对策探讨

Sustainable development strategy for large irrigation districts in Xiangxi autonomous prefecture

我国大型灌区建设与管理即将向现代化迈进,湘西土家族苗族自治州两个大型灌区尚存在基础设施薄弱、管理体制机制不健全、建设资金投入不足、运行管理水平落后、灌溉效率与效益不高等问题。对两大灌区特点进行深入分析,提出从体制机制、规划设计、资金保障、强化管理等方面入手解决问题的对策和建议。

Construction and management of large irrigation district in China has taken a big stride forward to modernization.However,some issues are existed in two large irrigation districts of Xiangxi Autonomous Prefecture in Hunan Province,namely imperfection of management system,insufficient funding,ineffective operation and low efficiency and benefit of irrigation.According to in-depth analysis of features and conditions in these two irrigation districts,it suggests to take measures for high efficiency of management system,bettering off of planning and design,funds raising and improving management.
