随着科技不断进步,对环保的要求不断提高。全球排放法规日趋严格,排放法规的更新换代更趋频繁,对排放法规的制定提出了更高的要求。排放法规既要切合实际状况,又要促进技术革新,还要根据市场消化能力给出合理的过渡期。因此,掌握现有排放法规的实施情况以及存在的问题,对于新排放法规的制定能起到闭环修正的作用。鉴于当前摩托车国Ⅳ排放标准正处于实施期,国Ⅴ、国Ⅵ排放标准制定前期,开展了对国Ⅲ排放标准实施情况的调研,以期对我国摩托车管理政策以及排放标准制定修订提供参考依据。

Having regard to that the national emission standard stage Ⅳ for motorcycles is in the implementation transition period, national emission standard stage Ⅴ and national emission standard stage Ⅵ are in the early stage of formulation, the investigation of the implementation of the national emission standard stage Ⅲ has been carried out. It provides reference for the formulation of China's motorcycle management policy and emission regulations.
