临路型村镇噪声污染防治反思——以河南省S103王洛段为例

Reflection on the Prevention and Control of Noise Pollution in Roadside Villages——Taking Wangluo Section of S103 in Henan Province as an Example

目前,在农村环境保护工作中对于道路所带来的环境问题还仅局限于扬尘等大气污染,噪声污染问题未能引起应有的重视。以河南省S103王洛段为例分析临路型村镇噪声污染的原因主要是制度保障缺位,道路、行车等交通要素不规范,道路噪声减缓设施不完善,村民防护意识和参与缺失等。对此,有四种具有现实可行性的完善路径可以采用:完善噪声污染认定标准、法律适用范围、地方性法规等制度保障;减少噪声源;减缓噪声传播;完善公众参与制度。

At present,such environmental problems caused by roads as dust are the major concern in rural environmental protection,in which no due attention is paid to the noise pollution.Wangluo section of S103 in Henan province is taken as an example to analyze the causes of noise pollution in roadside villages,which are the absence of the guarantee system,non-standard traffic elements including road and transportation,imperfect facilities of noise prevention,and the villagers′weak awareness of environmental protection and less participation.For the problem mentioned above,there are four practical ways to improve it:perfecting noise pollution rules,reduced noise sourece,mitigating noise propagation and enhancing public awareness of protection.
