论新型职业农民与农业现代化的耦合及其培育经验借鉴

On the Coupling between New Professional Farmers and Agricultural Modernization and Its Cultivation Experience

新型职业农民与农业现代化具有耦合性:一方面,农业现代化需要大量新型职业农民来解决“谁来种地”“种什么”“如何种好地”问题,新型职业农民热爱农业、懂现代农业、善于经营农业,适应了农业现代化要求;另一方面,农业现代化为新型职业农民发挥作用提供了契机和舞台。从现实情况来看,我国新型职业农民与农业现代化的耦合度不够,严重制约到我国农业现代化。培育新型职业农民成为推动两者深度耦合的前提条件和当务之急。借鉴他国经验,加快培育新型职业农民,一要完善新型职业农民培育激励机制,建立职业农民无偿培训和补贴机制,提高职业农民的社会地位和收入水平;二是探索适合我国国情的新型职业农民培育“双元制”模式。

New professional farmers are coupled with agricultural modernization.On the one hand,agricultural modernization needs a large number of new professional farmers to solve the problems of"who will plant the land","what to plant"and"how to plant the land well".The new professional farmers love agriculture,understand modern agriculture,and are good at operating agriculture,thus meeting the requirements of agricultural modernization.On the other hand,agricultural modernization provides opportunities and stages for new professional farmers to play their roles.From the perspective of reality,the coupling degree between China's new professional farmers and agricultural modernization is not enough,which seriously restricts China's agricultural modernization.Cultivating new professional farmers has become the precondition and urgent task to promote the deep coupling between the two.We should learn from the experience of other countries and accelerate the cultivation of new types of professional farmers.In addifion,we should explore the dual system mode of cultivating new professional farmers suitable for China's national conditions.
