基于“资源诅咒”的资源型城市产业转型模式选择研究

Choice of Industrial Transformation Mode of Resource-Based Cities Based on“Resource Curse”

许多资源丰富的资源型城市经济增长反而更加缓慢甚至出现停滞的现象,表现为资源现状堪忧、经济结构不平衡日渐严重、环境遭到严重破坏等,这种资源诅咒现象是大多数资源型城市所面临的共性问题,它给资源型城市的可持续发展带来了巨大障碍,也为其转型发展带来重大不利因素。基于"资源诅咒"的资源型城市产业转型的延伸、更新及复合三种模式,阐释了转型模式选择的资源丰裕度、产业政策、区位因素、资金因素和技术因素等五个依据,在此基础上,进一步提出了基于"资源诅咒"的资源型城市产业转型模式选择的资本、科技、人才三个支持措施。

The economic growth of many resource-rich cities is slower or even stagnant, which is manifested by the worrying situation of resources, the increasingly serious imbalance of economic structure and the serious destruction of the environment. This resource curse phenomenon is a common problem faced by most resource-based cities, and it brings about enormous obstacles for the sustainable development of resource-based cities as well as major adverse factors for the transformation and development of the cities. Based on the three modes of extension, renewal and compounding of industrial transformation of resource-based cities, this paper expounds the five bases of choosing the transformation mode: resource abundance, industrial policy, location factor, capital factor and technology factor. On this basis, three supporting measures for the choice of industrial transformation mode of resourcebased cities based on the "resource curse" are further proposed, namely, capital, science and technology, and talent.
