Three Dimensions of the Governance Model of “ Village Elites” Participation

“乡贤”参与治理是新时代农村基层治理的重要方式和具体实践,“乡贤”社会力量的“介入”有助于提高基层群众和基层行政权力的“黏合度”,缓解基层治理“内卷化”问题,丰富基层治理结构层次。从本质上来说,“乡贤”参与治理模式的有效性内含“三个维度”:要素维度、结构维度和时间维度。要素维度强调“乡贤”参与治理模式效用的政治、经济、文化、社会基础条件和逻辑前提;结构维度强调“乡贤”参与治理模式与当地现实结构的“嵌入”;时间维度强调“乡贤”功能异化、效率损耗、异质性结构要素的增长以及由此带来的治理模式的动态调适性。“乡贤”参与治理模式具有要素、结构、时间三个内在向度,这三个维度是效用性的前提,它使得“乡贤”参与治理模式具有抽象具体、稳定流变的多元特征。

The participation of“village elites”in governance is an important method and concrete practice of primary-level rural governance in the new era.The“involvement”of“village elites”as social forces helps to increase“coherence”at the primarylevel between people and the administrative power,to alleviate the“involution”problem of primary-level governance,and to enrich the structure of primary-level governance.In essence,the effectiveness of the governance model of“village elites”participation comprises“three dimensions”–factors,structure and time.The factor dimension emphasizes the political,economic,cultural and social fundamentals and logical preconditions for the effectiveness of the governance model of“village elites”participation.The structural dimension emphasizes the“embedding”of governance model of“village elites”participation and the solid local structure.The temporal dimension emphasizes the dissimilation of function,the loss of efficiency,the growth of heterogeneous structural elements of the“village elites”and the entailed dynamic adaption of the governance model.The governance model of“village elites”participation has three intrinsic dimensions of factors,structure and time that are prerequisite for its utility.It brings multiple features of abstractness,concreteness,stability,and fluentness for the governance model of“village elites”participation.
