我国民生制度供给侧改革的突破口分析

Breakthrough Analysis of Supply-side Reform of People’s Livelihood System in China from the Perspective of Institutional Structure Adjustment

当前我国民生问题不断显现,反映了我国民生制度的缺位问题。推动民生制度的供给侧改革已迫在眉睫。而民生问题作为一个系统的、复杂的、多领域的问题,供给侧改革应从民生制度结构调整和优化角度出发进行改革。我国民生制度主要有系统性、依存性与拓展性等三大结构特点,这些特点为民生制度供给侧改革提供思路和方向。推动民生制度供给侧改革,应重点关注五个重点,包括补给民生制度缺口、完善具体制度内容、推进制度协调配合、关联民生配套领域改革和引导制度结构动态调整。

At present,people’s livelihood problems are constantly emerging,which reflects the absence of people’s livelihood system in China. It is urgent to promote the supply-side reform of people’s livelihood system. As a systematic,complex and multidisciplinary issue,the supply-side reform should proceed from the adjustment and optimization of the livelihood system structure. The livelihood system of our country has three main structural characteristics: systematicness,dependence and expansibility,which provide ideas and directions for the supply-side reform of livelihood system. To promote the supply-side reform of people’s livelihood system,we should focus on five key points,including filling the gap of people’s livelihood system,improving the specific system content,promoting the coordination and coordination of the system,reforming related fields of people’s livelihood and guiding the dynamic adjustment of the system structure.
