基于二级维修体制的艇员级维修能力形成分析

Analysis of Boat Crew Maintenance Capability Based on Two-level Maintenance System

艇员级维修是装备维修中最经济、最直接的维修手段,是海上伴随保障的主体力量。论文通过对艇员级维修能力需求分析,明确了二级维修体制下艇员级维修所要承担的任务。根据潜艇装备故障模型确定装备状态,分析了艇员级维修能力形成的四个阶段,并通过“人力”、“资源”、“技术”、“演训”、“法规”、“心理”六个方面提出保障艇员级维修能力完全形成的“六要素”法。

The crew-level maintenance is the most economical and direct maintenance method in equipment maintenance, and it is the main force accompanying the protection at sea. This paper clarifies the tasks to be undertaken by the crew-level mainte. nance under the secondary maintenance system by analyzing the demand for the crew-level maintenance capability. According to the submarine equipment failure model to determine the equipment status,the four stages of the formation of the crew-level mainte. nance capacity are analyzed,and through the "manpower","resources","technology","training","regulations","psychological”" in six aspect, a "six elements" law that guarantees the complete formation of crew-level maintenance capabilities is proposed.
