委托代理视阈下政府购买青少年校园足球服务的制约因素与对策

Constraints and Path of Government Purchase of Youth Campus Football Service from the Perspective of Principal Agent

各级政府通过市场竞争机制,向社会力量购买校园足球专业知识、足球技能培训、足球场地等,对青少年校园足球区域平衡发展起到了促进作用。但是,当前,政府购买青少年校园足球活动“向谁购买”“购买什么”“如何购买”?基于此,从委托代理视角,运用文献研究法、访谈法等分析政府购买青少年校园足球服务的方式,查找当前制约政府购买青少年校园足球服务的原因,构建政府购买青少年校园足球服务的路径。提出:提升对政府购买青少年校园足球服务的认识;建设政府购买青少年校园足球服务制度;培育青少年校园足球服务代理方市场;健全青少年校园足球服务监督机制——以期为完善政府购买青少年校园足球服务机制,进一步推动青少年校园足球活动开展提供理论参考。

Through the market competition mechanism, governments at different levels have purchased football professional knowledge, skill training, and venues from social forces, which have promoted the balanced regional development of youth campus football. However, there are still some problems in purchasing youth campus football activities, such as “from whom to buy”,“what to buy”and “how to buy”. Based on this, from the perspective of principal-agent, this paper uses literature review, interview and other methods to analyze the ways for the government purchase of youth campus football services, find out the reasons for the constraints, and construct the path of government’s purchase of youth campus football activities. It proposes to raise awareness of the government’s purchase of youth campus football services, to perfect the system of government’s purchase of youth campus football service, to foster the agents of youth campus football service, and to improve the supervision mechanism for youth football services on campus, so as to provide theoretical reference for perfecting the mechanism of government purchasing youth campus football service and further promoting the development of youth campus football activities.
