法治生态下民办图书馆发展战略研究

Research on Development Strategy of Private Libraries Under the Legal Ecosystem

《中华人民共和国公共图书馆法》的颁布和实施是我国图书馆法治建设的新纪元。其主要特色之一是多元建设主体,但却未把民办图书馆明确纳入治理范围,这让民办图书馆的发展前景扑朔迷离。文章采用文献调研法对法律颁布前后的民办图书馆学术生态进行剖析,对民办图书馆的发展内外因素进行探究,对法治环境下民办图书馆的发展提出建议,以期对我国民办图书馆的建设提供启示。

The promulgation and implementation of the Public Library Law of the People’s Republic of China is a new era of the legal construction of libraries in China. One of its main features is the diversification of construction subjects, but private libraries have not been explicitly included in the scope of governance, which makes the development prospects of private libraries confusing. This paper analyses the academic ecology of private libraries before and after the promulgation of the law by the method of literature investigation. It explores the internal and external factors of the development of private libraries, and puts forward suggestions for the development of private libraries under the environment of governed by law, so as to provide enlightenment for the construction of private libraries in China.
