和谐劳动关系构建视域下高校工会面临的新挑战及应对策略研究

New Challenges Faced by College Labor Unions and Coping Strategies in the Context of Harmonious Labor Relations

构建和谐劳动关系是新时代保障和改善民生的重要组成部分,重点在于政府、工会、用人单位三方协商协调机制的建立与运行。高等院校由于普遍受到大规模人事制度调整和“放管服”改革的影响,劳动关系发生重大变化,对高校工会工作带来极大挑战。当前高校工会工作主要面临用工形式多样化、聘用期限短期化、自身功能边缘化、劳动争议高发化和冲突协调滞后化五大挑战。因此,必须从结合“放管服”改革,重构高校工会职责定位;强化工会职能,构建符合高校特点的劳动权益保障体系;坚持多方协调,有效应对劳动关系领域网络舆情冲击三个层面,来建构新时代高校工会应对策略,促进高校劳动关系和谐化正常化发展。

Building harmonious labor relationship is an important part of the protection and improvement of people's livelihood in the new era. The focus is on the establishment and operation of the tripartite consultation and coordination mechanism between the government, labor unions and employers. Due to the adjustment of the personnel system and the impact of the “distribution management” reform, major changes have taken place in the labor relations of universities, bringing great challenges to the work of college labor unions. At present, the labor unions in colleges mainly face five challenges: diversification of employment forms, short-term employment terms, marginalization of their own functions, high labor disputes, and conflict coordination. Therefore, it is necessary to reconstruct the responsibility of college labor unions from the combination of "distribution management" reform, strengthening the functions of labor unions and constructing labor rights protection system conforming to the characteristics of colleges, adhering to multi-party coordination and coping with the network public opinion impact in the field of labor relations to construct a coping strategy to promote the normalization of the harmonious development of labor relations in universities.
