基于云模型的水环境治理PPP项目公众满意度评价

Public Satisfaction Evaluation of PPP Project in Water Environment Treatment Based on Cloud Model

公众作为水环境治理项目最直接的受益者和感受者,其满意程度可充分表现出水环境治理PPP项目的实施效果。本文通过问卷调查对河南省某水环境治理PPP项目进行公众满意度调研,采用因子分析法、组合赋权法、云模型等对调查数据分析。结果表明:沿岸植物及景观和生活休闲感知的公众满意度将达到非常满意水平;对于卫生清洁管理等要达到非常满意水平,仍需进一步努力;监督及投诉管理的评价仅达到满意状态,公众总体满意度达到满意水平。

As the most direct beneficiaries and experiencer of water environment treatment projects, the public’s satisfaction degree can fully reflect the implementation effect of water environment treatment PPP projects. In this paper, the public satisfaction of a PPP project of water environmental treatment in Henan province was investigated through a questionnaire survey. Factor analysis method, combined weighting method and cloud model were used to analyze the survey data. And the results show that the coastal plants and landscape and leisure life perception level of public satisfaction will be very satisfied, for hygiene management and so on want to achieve very satisfied level, project company still need further efforts, supervision and complaint management evaluation is relatively low, only to achieve satisfactory state. The public’s overall satisfaction with the PPP project of water environmental treatment has reached a satisfactory level.
