后现代图书馆孕育于现代图书馆之中,是对现代图书馆自我批判、自我超越、自我实现的产物。在后现代图书馆发展过程中人成为精神价值体现的中心,图书馆权利成为其关注的焦点。文章由后现代图书馆权利入手,分析图书馆之所以能表达国家意志的逻辑关系,进而阐述后现代图书馆权利国家意志之表达的几个方面:图书馆立法是图书馆国家意志的集中体现;图书馆文化服务均衡化是文化权利公平理念的反映;加大力度、完善保障是国家对图书馆公共文化服务过程的重视;提高图书馆公共文化服务效能是国家对图书馆公共文化服务结果的重视。

The paper analyzes the reason why the library rights can express the logical relationship of the national will, and then demonstrates several aspects of the expression in the post-modern library rights: the library legislation is a concentrated expression of the national will of the library;The balance of cultural services is a reflection of the conception of fairness in cultural rights. Greater efforts are made to improve the protection of public cultural services in libraries. The improvement of library public cultural service efficiency is the national attention to public cultural services.
