东北地区寒地黑土核心区休闲农业研究——以黑龙江省绥化市为例

Leisure Agriculture Development of Core Area in Northeast Cold Black-Soil Region——Taking Suihua City,Heilongjiang Province as a Case

休闲农业是现代农业和现代旅游业的重要组成部分,是推进城乡统筹发展的重要内容,是落实“冰天雪地也是金山银山”的重要载体,是加快农业供给侧结构性改革、促进农民就业增收和实现美丽乡村建设的重要途径。近年来,黑龙江省绥化市在依托农业资源、政府政策、区位条件和客源市场等优势的基础上,开发了观光型、体验型、度假型和养生型等多种休闲农业发展模式,取得了较好的成绩。通过深入分析研究,结合国内外休闲农业发展案例,以美丽乡村为目标,推进休闲农业与美丽乡村建设协同发展;依托农民合作社转变休闲农业资本投资方式,盘活农村闲置资金;重视休闲农业产品品牌培育,提升产品文化内涵和价值;大力培养专业人才,提高休闲农业经营主体综合实力,从而促进绥化市休闲农业深化发展。以期为东北地区寒地黑土核心区通过休闲农业发展,促进美丽乡村建设、实现乡村振兴提供参考。

Leisure agriculture is an important part of modern agriculture and tourism,an important content of promoting urban-rural integration development,an important carrier of carrying out the concept that clear water and green mountains are as good as mountains of gold and silver,and an important way to accelerate the structural reform on the agricultural supply side,promote farmers'employment and construct the beautiful countryside.In recent years,Suihua City,Heilongjiang Province,taking advantage of such advantages as agricultural resources,government policies,location conditions and tourist markets,has developed leisure agriculture development modes such as sightseeing,experience,vacation and health preservation,achieving good results.Based on a deep analysis of the leisure agriculture development modes developed by Suihua City,Heilongjiang Province and other cases of leisure agriculture development at home and abroad the following proposals are made:promoting the coordinated development of leisure agriculture and the beautiful countryside construction targeting beautiful countryside,changing the investment mode of leisure agriculture capital with farmers'specialized cooperative employed as carrier to revitalize idle funds in rural area,attaching importance to the cultivation of the brands of leisure agricultural products to improve the cultural connotation and value of leisure agricultural products,and cultivating professional talents vigorously to increase the comprehensive strength of the main body of leisure agricultural management so as to promote the leisure agriculture development of Suihua City.This paper is aimed at providing reference for the promotion of the beautiful countryside construction and the realization of rural revitalization in the core area of the northeast cold black-soil region by developing leisure agriculture there.
