我国省(市)属医科院校投入与产出效率分析研究

Input and output efficiency of domestic provincial medical colleges and universities under provincial government

目的:分析我国省属医科院校的投入与产出效率,促进医科院校管理的规范化、科学化。方法:通过采用数据包络分析方法(DEA),以我国24所省属医科类院校为研究对象,利用医科类院校的经费、人员投入等投入和产出数据,对2017年省属医科类院校的技术效率、纯技术效率、规模效率分别进行分析。结果:2017年省属医科院校的技术效率与院校所处地域相关性不大,样本院校中三分之二的院校的纯技术效率、规模效率高于平均值,存在投入冗余量的院校占到所选院校的一半。结论:样本院校中效率结果不理想的院校应该大力推进现代大学治理体系建设,并根据科研效率的具体情况采取不同的措施进行改进。

Objective To promote the standardized scientific management of domestic provincial medical colleges and universities by analyzing their input and output efficiency.Methods The technical efficiency,pure technical efficiency and scale efficiency of 24 domestic provincial medical colleges and universities in 2017 were analyzed by data envelopment analysis according to their fund input data,staff input and output data.Results The technical efficiency of the 24 domestic provincial medical colleges and universities in 2017 was not closely related with their geographical locations.The technical efficiency,pure technical efficiency and scale efficiency in two-thirds of the sampled medical colleges and universities were higher than their average values of the 24 medical colleges and universities.The medical colleges and universities with redundant input accounted 50% of the 24 medical colleges and universities.Conclusion The sampled medical colleges and universities with unsatisfactory technical efficiency,pure technical efficiency and scale efficiency should vigorously strengthen their management system construction,and take different measures to improve their scientific research efficiency according to their specific conditions.
