摘要
科学、准确衡量人才培养和科学研究质量,一直是高校办学活动评价的难点之一。本文构建反映人才培养质量和科研国际化水平及影响力的指标体系,采用输出导向权重约束BCC视窗分析模型,测算2009-2015年教育部直属72所高校办学效率。结果显示:72所高校平均办学效率为0.766,还有较大提升空间。总体来看:高校办学效率表现为小幅波动后的明显上升趋势;东部高校平均办学效率最高,中部次之,西部最低;综合类高校平均办学效率最高,工科类其次,专业类最低。科研成果质量及国际化影响力较高是东部和综合类高校表现最优的主要原因。
Measuring the quality of talent cultivation and scientific research scientifically and accurately is always one of the difficulties of evaluating the activities of Higher Educational Institutions(HEIs).Constructing index system reflecting the quality of talent cultivation and the international level and influence of scientific research,the output-oriented weight restricted BCC window analysis model is used to measure the running efficiencies of 72 HEIs Directly under Ministry of Education in 2009-2015.The results reveal that the average running efficiency of 72 HEIs is 0.766.There is a large space for improvement of running efficiency and a significant difference between different HEIs.On a whole,the running efficiency of HEIs manifests a obviously rising trend after a fluctuation within a narrow range.The average running efficiency of HEIs located in eastern region is highest,the central is second and the western is third.The average running efficiency of comprehensive HEIs is highest,the engineering is second,the specialist is third.The quality and international influence of scientific research achievements mainly result in the best performance of eastern and comprehensive HEIs.
