创新驱动视角下福建省县域科技创新环境建设的发展对策

Research on Problems and Countermeasures of County Science and Technology Innovation Environment in Fujian Province from the Perspective of Innovation Driven

【目的/意义】县域科技创新能力建设是县域经济发展的前提和基础,而科技创新环境又是影响着科技创新的重要一环,通过研究为福建省构建良好的县域科技创新环境提供对策建议。【方法/过程】通过界定科技创新环境概念,分析了福建省县域科技创新环境的现状和存在的不足。【结果/结论】研究表明,福建省县域科技创新环境存在政府主导影响市场功能发挥、区域人才流动困难、产业同质化现象严重、市场不完善等问题;就此提出实现政府功能转变、多种方式鼓励人才合理流动、发展特色小镇以形成自身特色条件、借助乡村振兴推动市场完善的对策建议。

【Purpose/meaning】Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has vigorously promoted the new development concept with innovation as the core.The county area is the basic strategic unit for building a well-off society.It inherits the city and connects with the rural areas.The county’s scientific and technological innovation capacity building is the premise and foundation of the county’s economic development.Therefore,it’s an inevitable requirement to use innovation-driven strategy to guide the county development.What’s more,the science and technology innovation environment is an important part of the impact of technological innovation.So,how to build a good environment for technological innovation in the county area is an important issue.【Methods/procedures】By defining the concept of science and technology innovation environment,this paper analyzes the current situation of county science and technology innovation environment in Fujian Province.【Result/conclusion】and finds that it has the insufficient of government-led influence on market function;the difficulty of regional talent flow;the phenomenon of industrial homogenization;the imperfect market,then,corresponding suggestions like Realize the transformation of government functions,encourage talents to flow rationally,develop characteristic towns to form their own characteristics,and promote market improvement through rural revitalizationfor the countermeasures.
