乡村振兴视域下新时代乡贤治理的实现路径

Implementation Path of the Governance of Rural Sages in the New Era from the Perspective of Rural Revitalization

【目的/意义】通过提出乡村振兴中新时代乡贤治理的实现路径,为乡村振兴视野下构建良好的村治格局、提升基层治理能力提供一个视角。【方法/过程】通过文献研究法,分析了传统乡贤治理的"失灵"及其成因,梳理了新时代乡贤的类型、特征及作用,通过对比传统乡贤和新时代乡贤的不同点,提出乡村振兴视域下新时代乡贤治理的实现路径。【结果/结论】随着我国进入"城乡中国"阶段,由于"熟人社会"的解构、"物化思想"的泛滥、基层组织的失信、传统良俗的淡化等问题,传统乡贤治理面临"失灵"的现状,而新乡贤正开始在新时代乡村治理中发挥着不可估量的作用。文章从硬件化、软件化和可持续化3个方面为新时代乡贤治理提出了实现路径。

【Objective/Meaning】By putting forward the implementation path of the governance of new rural sages in the rural revitalization,aperspective for constructing agood governance pattern and improving the governance capacity of the grass-roots level was provided from the perspective of rural revitalization.【Methods/Procedures】Through the literature research method,the"failure"and its causes of the governance of the traditional rural sages were analyzed,and the types,characteristics and functions of the rural sages in the new era were sorted out.By comparing the differences between the traditional rural sages and the rural sages in the new era,the implementation path of the governance of new rural sages was put forward from the perspective of rural revitalization.【Results/Conclusions】Along with China entered the stage of"urban and rural China",due to the deconstruction of"acquaintance society",the flood of"materialization thought",the dishonesty of grass-roots organizations,and the dilution of traditional good customs,the governance of traditional rural sages was facing the current situation of"failure",and the new rural sages was beginning to play an inestimable role in the new era of rural governance.Therefore,the implementation path for the governance of rural sages in the new era was put forward from the three aspects of hardware,software and sustainability.
