Trustworthiness and Trust:Double Dimensional Analysis of Policy Credibility

一般性信任问题应该包括施信者主观层面的信任和受信者客观层面的值得信任两大维度。检视现阶段学界对政策公信力的相关研究发现,政策“值得信任”的单向度分析成为研究的主要着力点。为此,基于一般性信任问题的理论内涵对政策公信力展开双维度解构,谋求搭建相关研究的理论框架具有价值。其中,值得信任维度主要考察政策本身的有效性、公正性以及公共利益导向性等要素;信任维度侧重于政策客体的内在信任倾向,其受制于政策客体内在需求的满足程度以及不同信任倾向类型基因在政策环境中的生存状况。通过完善政策公信力的理论研究视角,以期全面把握和解析相关影响因素进而有效提升政策公信力水平。

The issue of general trust should include two dimensions,trust and trustworthiness.However,the relevant academic researches at this stage are mainly limited to the single dimension of trustworthiness.Carrying out the double dimensional analysis can help us to build a theoretical framework of research.The trustworthiness dimension mainly inspects three factors:the validity of the policy itself,fairness and public interest orientation;the trust dimension mainly inspects the internal trust tendency of policy object,determined by the genetic rules and the personal experience.By perfecting the research perspective of policy credibility,we can have a comprehensive understanding and analysis of the related influencing factors,so as to improve the level of policy credibility.
