国家监察体制改革是法治、体制、观念多层面改革创新的一大成果。《中华人民共和国监察法》的出台标志着监察制度顶层设计的基本完成,开启了国家反腐败立法的新征程。思想认识、监察力量、“纪法衔接”、监察管辖权交叉、监察能力是《监察法》全面实施的关键环节。持续推进国家监察体制改革,应加强纪检监察干部教育培训,完善“纪法”“法法”衔接机制,推进监察向基层延伸,科学建立监察官制度,强化对监察权的监督制约,从而将监察制度实施提高到一个新的水平。

The reform of the state supervision system is a major achievement of reform and innovation at various levels of the rule of law, system and concept. The promulgation of the Supervision Law of the People's Republic of China marks the basic completion of the top-level design of the supervision system and opens a new journey of the national anti-corruption legislation. The comprehensive implementation of the supervision law is related to ideological understanding, supervisory force, cohesion between law and discipline, supervisory jurisdiction and supervisory ability. Reform of the state supervision system should be continued. Education training for discipline inspection cadres should be strengthened. We will improve the mechanism for linking law with discipline;expand oversight to the grass-roots level;establish a system of inspectors;strengthen supervision and control over the power of supervision and raise the implementation of the supervision system to a new level.
