基于高质量发展的质量治理博弈研究

Game Research on Quality Governance Based on High Quality Development

我国经济已由高速增长阶段转向高质量发展阶段,推动实现高质量发展,需要质量治理体系的不断完善。文章对高质量发展的基本内涵和主要内容进行了分析,对质量治理的基本定义和主要特征进行了研究。在此基础上,研究了企业和消费者、企业和政府之间的博弈机制,分析了博弈产生的市场背景。提出提高消费者优质优价意识、加强对企业的信用监管、落实市场监管的"双随机、一公开"的对策建议,从而系统提高质量治理体系的有效性和效能,有效推动经济高质量发展。

China's economy has changed from the stage of high speed growth to the stage of high quality development. Promoting high quality development requires continuous improvement and development of quality governance system. In this paper,the connotation and the content of high quality development are analyzed,and the definition and the characteristics of quality governance are studied. On the above basis,the game mechanisms among enterprises and consumers,as well as enterprises and governments,are studied,and the market background of the game is analyzed. In order to systematically improve the effectiveness of quality governance system and effectively promote the development of high quality economy,this paper puts forward some suggestions: improving consumers' awareness of high price for high quality;strengthening the supervision of the credit of enterprises;and implementing " double randoms and one open" market supervision.
