老挝个人收入分配存在的问题及对策建议

Problems and Countermeasure of personal income Distribution in Laos

自从老挝改革开放以来,收入分配问题及贫困问题一直受到党中央与政府的高度重视。近几年,老挝个人收入分配差距虽然不大,基尼系数在2017年为0.346,但老挝个人收入分配仍然存在很多问题。因此,主要结合老挝个人收入分配的现状,针对其存在的问题以及原因,提出了如何正确处理老挝个人收入分配问题的对策建议。要解决老挝个人收入分配的问题,政府必须在人力资源方面加大投资力度并完善人力资源的相关政策。但是,个人收入分配问题的改善仅靠党与政府单方面的措施恐怕难以实现,还需要全国人民与社会各界从点滴做起,一起来参与完成任务,这样就距离经济可持续发展的目标和奔向小康社会的目标更近了一步。

Since the reform and opening up of Laos,the problem of income distribution and poverty has been attached great importance to by the Party Central Committee and the government.In recent years,although the gap of personal income distribution in Laos is small,the Gini coefficient is 0.346 in 2017,but there are still many problems in the distribution of personal income in Laos.Therefore,combined with the present situation of Lao personal income distribution,aiming at the existing problems and causes,this paper puts forward some countermeasures and suggestions on how to correctly deal with the problem of Lao personal income distribution.In order to solve the problem of personal income distribution in Laos,the government must increase investment in human resources and improve the related policies of human resources.However,the improvement of the problem of personal income distribution may not be realized only by the unilateral measures of the Party and the government,and it is also necessary for the people of the whole country and all sectors of society to participate in the completion of the task,which is one step closer to the goal of sustainable economic development and to the goal of a well-off society.
