Study on the Compilation and Application of Jiangsu Province “Three Lines and One List”

江苏省“三线一单”编制以改善区域环境质量和流域生态功能为目标,突出问题导向,结合区域发展战略,系统分析国土空间的环境属性,将生态保护红线、环境质量底线、资源利用上线的要求,落实到具体的环境管控单元,并针对性地提出生态环境准入清单,形成覆盖全省的环境空间管控体系,把战略层面的要求转化为可操作的环境管控措施,通过信息平台建设,实现成果共享和应用。

Jiangsu Province’s “Three Lines and One List” compilation which aimed to improve regional environmental quality and watershed ecological functions, highlighting problem orientation, combining regional development strategies, systematically analyzed the environmental attributes of national land space, and set requirements for environmental control units based on “Three Lines”. Besides, it proposed the ecological environment access list in a targeted manner to form an environmental space management and control system covering the whole province, and transformed the requirements of the strategic level into operational environmental control measures. It achieved results sharing and application through the construction of information platform.
