“三线一单”在产业园区规划环评中的实践与探索——以长江经济带某开发区规划环评为例

Application and Exploration of “Three Lines and One List” in Planning EIA of Industrial Park——A Case Study in an Industrial Development Park in the Yangtze River Economic Belt

在“共抓大保护、不搞大开发”的背景下,长江经济带产业园区在开展规划环评的过程中,应在识别选址生态环境敏感性的基础上,科学确定需严格保护的生态空间,基于区域环境质量改善要求明确开发区污染物排放总量,基于产业发展规模合理确定资源利用上线,在符合空间管制和总量管控要求的基础上,科学制定产业发展环境准入清单。以长江经济带某国家级开发区为例,尝试了“三线一单”在规划环评中的落地,切实加强了园区规划环评对建设项目环评的指导和约束作用。

In accordance with the strategy of “champion environmental protection and eschew large - scale development”, the guideline of “Three Lines and One List” is introduced in the environmental impact assessment( EIA) process of industrial parks located in the Yangtze River Economic Zone. The guideline can he used to scientifically determine the ecological space that needs to be strictly protected by identifying environmental sensitivity of site selection, and the total amount of pollutants according to the requirements for environmental quality improvement, as well as the resource utilization ceiling based on the scale of development, in order to develop a negative list to lead the entry of projects on demand of spatial regulation and total pollutants control. The case study attempted the guideline application on the EIA of a national industrial park in the Yangtze River Economic Belt, resulted in practical enhancement of guidance and restraint in EIA of projects in the industrial park.
