探析深化环评改革的对策建议

Countermeasures and Suggestions for Current EIA Reform

“十三五”以来,基于环境质量改善的前提,为确保更好地发挥环评源头预防作用,国家从审批体制、环境准入、事中事后监管等方面对其持续深化改革,较好地协调解决了当前社会经济发展同生态环境保护方面的一些矛盾,但在社会认识、执法监管、机制体制、管理手段等方面还存在优化和改进的空间。在对环评工作现状进行深层次分析的基础上,提出对策建议,以期为环评改革提供帮助。

Since the 13^th Five-Year Plan, based on the precondition of improving environmental quality, in order to reinforce headstream prevention of environmental pollution by EIA, the state has continuously deepened its reform from approval system, environmental access and supervision of On-the-spot and after-the-event, that has better coordinated and solved some contradictions between current development and ecological environment protection. However, many imperfections still exist, including social cognition, law enforcement of supervision, mechanism and system, management means. Based on the deep analysis of the current situation of EIA, this paper puts forward some countermeasures and suggestions in order to provide help for the reform of EIA.
