实施乡村振兴战略推动脱贫攻坚研究——基于黔西南布依族苗族自治州的视角

Study on Implementing the Strategy of Rural Revitalization and Promoting Poverty Alleviation: Based on the Perspective of Buyi and Miao Autonomous Prefecture in Southwest Guizhou

实施乡村振兴战略,是党的十九大作出的重大决策,是新时代“三农”工作的总抓手。摆脱贫困是乡村振兴的前提,没有精准脱贫乡村振兴无从谈起。本文结合黔西南州脱贫攻坚取得的成效,分析目前黔西南州脱贫攻坚存在的突出问题,并通过实施乡村振兴战略,从夯实基础设施建设、强化产业支撑、增强群众内生动力三个方面来推动黔西南州脱贫攻坚的进程,可以更加有效地推进精准扶贫工作,实现真脱贫、全脱贫,改变贫困窘境。

Implementing the strategy of Rural Revitalization is an important decision made by the Nineteenth National Congress of the Communist Party of China and the master of the work of "agriculture, countryside and farmers" in the new era. Getting rid of poverty is the precondition of rural revitalization, and it is impossible to revitalize rural areas without precise poverty alleviation. Combining with the achievements of poverty alleviation in Southwest Guizhou, this paper analyses the outstanding problems existing in poverty alleviation in Southwest Guizhou. The process of poverty alleviation in Southwest Guizhou can be promoted from three aspects: consolidating infrastructure construction, strengthening industrial support and enhancing the endogenous power of the masses. It can more effectively promote precise poverty alleviation work and realize true and complete poverty alleviation.
