Brazil’s International Strategy Analysis:Ideas,Practice and Assessment

新世纪初,随着新兴大国群体性崛起,巴西完善了基于其“外围大国”国家身份的国际战略体系,旨在构建“南美极”,强化地区领导国角色,为本国经济社会发展争取有利的国际环境,提升巴西的国际影响力,拓宽在全球治理中的参与维度。从实践层面来看,新世纪初的巴西国际战略包含四个主要方面:推进地区一体化建设,实现南美洲的整合;优先发展“南南合作”,构建发展中国家命运共同体;基于平等和自主原则,开展南北对话;通过多边参与,拓宽巴西外交的国际维度。总体来看,巴西“积极且自信”的国际战略取得了不错的实际效果,巴西的地区和全球影响力提升明显,在全球事务的参与中也获得了国际社会的较高认可。但是,国家综合实力的欠缺、地区大国角色履行的不充分构成了巴西国际战略的重要挑战,而本国政治生态的深度调整给巴西国际战略的可持续性带来严峻考验。

At the beginning of the 21st century,with the rising of emerging powers,Brazil has implemented its international strategy system,based on its national identity Peripheral Power,aiming at building the South American Pole and strengthening its role as regional leader;striving for a favorable international environment for its economic and social development;enhancing Brazil's global influence and broadening its participation dimension in global governance.From a practical point of view,Brazil's international strategy includes four main aspects,such as,promoting regional integration,prioritizing the South-South cooperation and building a community of destiny of developing countries;carrying out North-South dialogue based on the principles of equality and autonomy;and broadening the international dimensions of Brazilian diplomacy through multilateral participation.Overall,Brazil's positive and confident international strategy has achieved good results,Brazil's regional and global influence has increased significantly,and its participation in global affairs has also been highly recognized by the international community.However,the lack of comprehensive national power and the inadequate fulfillment of the role of regional leader,constitute any challenges for Brazil's international strategy,and the current deep adjustment of its political ecology has brought a severe test to the sustainability of Brazil's international strategy.
