新时代背景下社区警务的发展方向

The Developing Direction of Community Policing in the New Era

随着社会主要矛盾的转变,社区警务在新时代“如何定位”“如何发展”“向哪儿发展”就成为当前警务活动亟需解决的问题。应在借鉴西方社区警务理论研究成果的同时,紧密结合我国的社区警务实践,提出在新时代坚持发展社区警务的理论依据;并基于现阶段我国社区警务实践在工作方法、角色定位以及管理和运行机制三方面所出现的问题,从转变工作方法、明确角色定位、打开提供公共安全服务的社会渠道、推动队伍独立化建设以及领导指挥扁平化发展五方面,建构社区警务在新时期的发展模式。

With the transformation of major social contradictions, the issues of “how to position”,“how to develop” and “where to develop” have become urgent problems to be solved in the policing of the new era. By absorbing the theoretical results of the western theoretical circles on the development of community policing and combining with current practical situations, this paper promotes the theoretical basis for adhering to the development of community policing in the context of the new era. Based on the current working methods, role orientation and management system of community policing practices in China, it proposes the development mode of community policing in the new era from the following five aspects: the transformation of working methods, the definition of role positioning, the opening of social public security services, the promotion of team independence and the flat development of leadership.
