滨海石化企业配套码头及海岸储运罐区的环境风险防范对策 被引量:1

摘要 由于国家石化产业重点布局沿海并迅猛发展,其临近海域环境风险相应增加的问题也伴随而来,一旦发生环境事故,后果将影响巨大,因而应引起重视并采取措施妥善解决。以大连某滨海石化企业为例,结合其石化海岸工程的特点,对配套码头及海岸储运罐区从环境风险识别、重大危险源判别、事故风险类型与危害等方面进行较详细的阐述与分析,进而针对性地提出科学、合理的防范措施和对策,以期为同类型滨海石化企业提高环境风险防控能力提供借鉴,为环保和海事管理部门相关管理决策提供技术支撑。 Since the national petrochemical industry focuses on the development of coastal regions and they’re developing rapidly,the problem of increase of environmental risks adjacent waters correspondingly follows as well.Once an environmental accident occurs,there will be serious consequences and enormous impacts.Therefore,the problem should be considered seriously and measures should be taken to resolve it properly.Taking a coastal petrochemical enterprise in Dalian as an example and combining with its characteristics of petrochemical coastal engineering,this paper expounds and analyzes the supporting wharfs and coastal storage and transportation tanks from such aspects as environmental risk identification,major hazard source identification,accident risk type and hazards.And then it puts forward pointed scientific and reasonable preventive measures and countermeasures so as to provide reference for the same type of coastal petrochemical enterprises to improve environmental risk prevention and control capabilities,and provide technical support for environmental protection and maritime management departments to make related management decisions.
