政治建设在党的十九大报告中被纳入新时代党的建设总体布局,形成了新时代党的建设的全新架构。理解新时代党的政治建设,需要明确为什么、是什么、怎么做。认识和解决党内问题、完成历史使命和目标、赓续党建传统和优势是新时代党的政治建设的生成逻辑。从内容思路看,明确党的政治建设的内涵要素,并将政治建设放到党的建设的总体布局中进行考察,彰显政治建设本身作为一个“整体”和作为党的建设“子系统”的内在统一。从实践要求看,根据政治建设的整体内容和整体过程,做到纵向上形成有效的自上而下的推动作用和示范效应,横向上使各个环节整体联动、协同发力,最终形成有效加强党的政治建设的长效机制。

The report of the 19 th CPC National Congress incorporated the party’s political building into the overall layout of party building in the new era,forming a new framework for party building in the new era. To understand the political building of the party in the new era,we need to be clear about why, what and how to do it. From the analysis of internal and external factors, we know understanding and solving the problems within the party,completing the historical mission and objectives, and persisting party building tradition and advantage are the motivation of the party’s political building in new era. From the perspective of content,it is necessary to clarify the connotation elements of the party’s political building,and put the political building into the overall layout of the party building for inspection,so as to highlight the internal unity of the political building as a "whole"and as a "subsyst em"of the party building. From the perspective of practical requirements, according to the overall content and process of political building,an effective top-down promotion and demonstration effect should be formed vertically,and all links should be linked and coordinated horizontally,so as to finally form a long-term mechanism to effectively strengthen the political building of the party.
