摘要
人民幸福生活是最大的人权”的提出,体现了党和政府坚持以人民为中心的发展理念,是满足人民对人权的时代要求进行的最新定义。人民幸福生活既是社会主义法治建设的价值追求,也需要法治提供强有力的保障。当前人民幸福生活权对法治保障的需要与法治建设的不平衡不充分发展之间存在矛盾,亟须坚持和完善党对幸福生活法治建设的领导,从健全法律规范体系、加快法治政府建设、提升司法公正水平等各层面入手,推进全面依法治国以保障人民幸福生活权的充分实现。
The proposal of“people's happy living is the greatest human right”is the latest definition of meeting the people's demands for the human rights epoch,which reflects the development concept that the CPC and government adhere to the people centered approach.The concept of people's happy life not only shows the value pursuit of socialist legal construction,but also needs the strong guarantee provided by the rule of law.At present,there is a contradiction between the need of the people's right to a happy life for the protection of the rule of law and the insufficient development of the construction of the rule of law.It is urgent to uphold and improve the CPC's leadership of the construction of the rule of law for a happy life.Starting with perfecting the system of legal norms,speeding up the construction of the government ruled by law and improving the level of judicial justice,we should promote the comprehensive rule of law to ensure the full realization of the people’s right to a happy life.
