2018年9月,安倍在自民党总裁选举中提出了“战后外交总决算”理念,在此后的施政演说中表明决心开展和调整与东北亚邻国的关系,这是其从“远交近攻”到“重视近邻”的外交转向。当前,中日关系已重回轨道,日韩也早已实现双边关系正常化,因此“战后外交总决算”的重点内容是日俄“北方领土问题”和日朝关系。安倍在东北亚地区的外交新趋向展现出现实主义和实用主义策略,意在摆脱在东北亚地区的孤立困境,摆脱战后体制,增加外交回旋余地。但安倍要想达成“战后外交总决算”目标绝非易事,不仅面临国内外压力,与东北亚邻国存在的结构性问题也难以解决,缺乏具体可实施的具体路径,要想真正彻底清算战后外交,关键在于其能否从世界大格局的高度处理与邻国的关系。
