摘要
随着科技体制改革逐步深入,战略新兴产业新型研发机构面临着提质增效的迫切任务。从深入认知战略新兴产业新型研发机构入手,明确其核心要义和鲜明特征。据此结合实践,从空间布局、动力转换、研发结构与建设模式四个层面,系统阐释当前战略新兴产业新型研发机构建设困境。基于上述问题,从空间辐射、科研信息化、研发链覆盖与模式优化四个关键角度,针对性提出战略新兴产业新型研发机构建设路径。
With the gradual deepening of the science and technology system reform, new R&D institutions of strategic emerging industry are faced with the urgent task of improving quality and efficiency. Start with an in-depth understanding of strategic emerging industry new R&D institutions, and clarify their core essentials and distinctive features. Based on this, combined with practice, from the four levels of spatial layout, power conversion, R&D structure and construction mode, the system explains the current difficulties in the construction of strategic emerging industry new R&D institutions. Based on the above problems, from the four key perspectives of space radiation, scientific research informationization, R&D chain coverage and model optimization, the strategic emerging industry new R&D institution construction path is proposed.
