老城区海绵城市建设应基于问题导向,从全流域系统的角度,统筹源头-过程-系统的项目体系。为推进海绵城市专项规划落地,优化具体项目设计,保障海绵城市建设的整体实施效果,编制海绵城市系统化方案十分必要。以某城市老城区的海绵城市建设系统化方案编制为例,阐述系统化方案的编制目的、编制的技术思路,并对现状本底分析、水环境改善方案编制、水安全提升方案编制及工程体系系统融合等方面对系统化方案的要点进行探讨。
