2018年盘锦市重点职业病监测与职业健康风险评估

Surveillance of key occupational diseases and occupational health risk assessment in Panjin City in 2018

目的分析2018年盘锦市重点职业病特点,做好职业健康风险评估,为预防控制职业病提供科学依据。方法向安监部门收集职业病危害企业基本信息,向职业卫生技术服务机构收集2017年12月1日-2018年11月30日的职业病监测数据,由国家职业病与职业卫生信息监测系统导出职业健康检查情况、职业病诊断报告情况,用Excel 2007软件对采集数据进行统计分析。结果在安监部门申报的职业病危害企业共1 069家。已提交的申报数据中存在重点职业病危害的企业471家,企业数量集中在小型和微型企业,而接害人群集中在大型企业。盘锦市存在重点职业病危害的监测企业299家,接触重点职业病危害的人数为21 369人,占职工总数的3.4%。其中接触噪声作业人员最多,其次为接触苯作业人员、接触煤尘作业人员。当年接受职业健康检查的劳动者人数为23 577人,检出疑似职业病率为0.03%。盘锦市有7例新报告重点职业病和申请职业病鉴定病例。盘锦市劳动保障部门受理的各类职业病(含重点职业病)8例。结论盘锦市用人单位职业病危害风险分类以严重和较重居多,主要集中在制造业和采矿业。企业数量集中在小型和微型企业,而接害人群集中在大型企业。接害人群职业健康检查率较高,检出疑似职业病率和职业禁忌证率较低。

[Objective]To analyze the characteristics of major occupational diseases in Panjin City in 2018,improve the occupational health risk assessment,and provide scientific basis for prevention and control of occupational diseases.[Methods]The basic information on occupational hazards enterprises safety supervision departments,the occupational disease surveillance data from December 2017 to November 30,2018 were collected from the from occupational health technical service institutions,and occupational health examination and occupational diseases diagnostic report were derived from the national occupational disease and occupational health information monitoring system.The data were statistically analyzed by Excel 2007 software.[Results]There were 1 069 enterprises declared occupational hazards in safety supervision departments.In the declared data submitted,471 enterprises had major occupational hazards.The enterprise types were mainly small and micro enterprises,while the exposed workers were concentrated in large enterprises.In Panjin City,there were 299 monitoring enterprises with key occupational disease hazards,and 21 369 people were exposed to the key occupational diseases,accounting for 3.4%of the total workers.The workers exposed to noise accounted for the greatest proportion,followed by workers exposed to benzene and workers exposed to coal dust.Totally 23 577 workers received the occupational health examination,and the detection rate of suspected occupational disease was 0.03%.There were seven new cases of key occupational diseases and application for occupational disease identification in Panjin City,and there were eight cases of various occupational diseases(including key occupational diseases)accepted by Panjin labor and social security department.[Conclusion]For the classification of occupational hazard risk,the occupational hazards in employing units in Panjin City are mainly serious and heavy,concentrating in manufacturing industry and mining industry.The enterprise types are mainly small and micro enterprises,while the exposed workers are concentrated in large enterprises.The occupational health examination rate of exposed workers is high,while the detection rate of suspected occupational disease and occupational contraindication is low.
