浅谈建设工程施工技术标评审中“废标”尺度的把握问题

建设工程施工技术标的评审向来都是评标过程中的重点难点,现阶段相关文件对技术标的判定标准规定的不够细化及规范,导致技术标的偏差处理尤其是废标判定一直是投诉及争议的焦点。本文通过对技术标评审过程中出现的偏差进行归类及分析,对废标尺度提出一个判定的可行性建议,希望可以提供一些解决问题的思路。

By classifying and analyzing the deviation in the process of technical standard evaluation, this paper puts forward a feasible suggestion on the scale of invalidation, hoping to provide some ideas to solve the problem.
