China-Japan Security Mechanism:Definition,Process and Functional Significance

中日安全机制是指中日在双边或多边安全关系上或特定安全问题上达成的一系列明示或默认的原则、规范、规则和决策程序。中日安全机制经历了酝酿期、停滞期和初创期三个阶段。人们对中日安全机制的认知误区包括两种:一是结构性误区,意指基于中日关系的结构性特征短期内不会有根本性变化的基本判断,认为中日安全机制的建设解决不了根本问题;二是互信欠缺误区,意指在中日两国形成足够充分的战略互信之前,认为在中日安全机制的建设上下功夫是徒劳无功的。从纠正上述误区出发,中日安全机制的功能性意义表现在三个方面:一是该机制应当成为避免中日安全关系再度恶化的安全阀;二是该机制应当成为中日实现积极安全互动,发展建设性安全关系,走向可能的安全合作的前置性路径;三是机制具有独立性和建构性,应成为重塑中日安全关系并推进形成亚太多边安全机制的良好铺垫。

The Sino-Japanese security mechanism refers to a series of explicit or default principles,norms,rules and decision-making procedures reached between China and Japan in bilateral or multilateral security relations or on specific security issues. The China-Japan security mechanism has experienced three stages,namely the gestation period,the stagnation period and the initial stage. There are two kinds of cognitive misunderstandings on Sino-Japanese security mechanism: First,structural misunderstanding,which means that the structural characteristics based on Sino-Japanese relations will not have fundamental changes in the short term,and that the construction of China-Japan security mechanism cannot be solved. The fundamental problem is the lack of misunderstanding of mutual trust. It means that before the formation of sufficient strategic mutual trust between China and Japan,it is futile to believe that the construction of the China-Japan security mechanism is in vain. Starting from correcting the above misunderstandings,the functional significance of the Sino-Japanese security mechanism is manifested in three aspects: the bottom-up nature,which should be a safety valve to avoid the deterioration of Sino-Japanese security relations;it should become a positive and secure interaction between China and Japan,and develop constructive. Security relations,the pre-path to the possible security cooperation;its independence and constructiveness should be a good foundation for reshaping China-Japan security relations and promoting the formation of multilateral security mechanisms in the Asia-Pacific.
