简论韩美《防卫费分担特别协定》谈判

The ROK-U.S.Negotiation over the Burden of Defense Expenditure

自1991年韩美签署第1份《防卫费分担特别协定》以来,防卫费分担一直是两国间周期性争议问题之一。因在防卫费分担规模、分担项目、使用去向及协定有效期等方面存在严重分歧,故韩美两国为签署第10份协定举行的谈判多次陷入僵局。目前,韩美围绕驻韩美军防卫费分担问题产生的争议虽然暂时告一段落,但谈判过程和结果对韩国国内政局和韩美同盟关系,乃至朝鲜半岛局势均产生了巨大影响。

Since the Special Measures Agreement was signed in 1991,the USA and ROK have cyclically disputed the issue until now. Due to serious differences on sharing burden of defense expenditure,the sharing projects,the use of expenditure and the validity of the agreement,the negotiations between the ROK and the U.S. for signing the 10th agreement have been frequently deadlocked. Currently,disputes over the defense of the U.S. military in ROK has temporarily come to an end,but the negotiation process and results have had a tremendous impact on the domestic political situation in ROK,the ROK-U.S. alliance and even the situation on the Korean Peninsula.
