边境贫困地区精准扶贫模式创新研究——以广西龙州模式为例

我国边境地区贫困问题比较突出,已经成为全面建成小康社会的特殊短板。与此同时,边境地区在国土安全保障中具有重要的战略地位。如何在脱贫攻坚时期,立足本地、因地制宜,实现驻边稳边、兴边富民,是边境贫困地区面临的共同难题。广西龙州县充分利用边境地理区位优势,将脱贫与戍边有机结合,探索创新出"易地搬迁+驻边守疆+边贸致富"精准扶贫模式,为边境贫困地区提供可借鉴的精准脱贫解决方案。

Poverty in China’s border areas is rather prominent, which has become a weak point for building a moderately prosperous society in all respects. At the same time, border areas play an important strategic role in the security of homeland. How to achieve border defense and border development based on the local resources in the battle against poverty is a common challenge to all the poverty-stricken areas along the border. According to the advantages of location, Longzhou, which is a border county in Guangxi Zhuang autonomous region, has combined targeted poverty alleviation with border defense. Longzhou innovates a targeted poverty alleviation pattern, which is called Relocation-Border Defense-Border Trade. And this pattern can provide an effective solution for some poverty-stricken areas along the border.
