摘要
通过概念辨析,明确了新时期矿山应急管理与安全生产的关系.归纳总结了美国联邦应急预案体系组成,认为美国矿山应急预案体系是与矿山应急相关的各类预案综合有机体.通过分析美国矿山领域应急预案制定程序,借鉴美国矿山应急预案体系建设经验,结合我国矿山应急管理发展趋势,提出健全完善我国矿山应急预案体系的建议措施.
The authors clarified the relationships between mine emergency management and work safety in the new era through the analysis of concepts distinction, summarized the composition of the US federal emergency plan system, proposed the US mine emergency plan system was a comprehensive organism of various types of plans related to mine emergency, analyzed emergency plan formulation procedures in the US mine field, drew the experience of the US mine emergency plan system construction combining with the development trend of mine emergency management in China, and provided the suggestions for improving the mine emergency plan system in China.
