基于生命周期理论的产业用地差别化管理研究

摘要 为实现在产业结构调整过程中合理地在不同产业之间配置稀缺的土地资源,需要根据不同产业发展的阶段性特点和土地利用效率的差异性来构建差别化的产业用地管理模式。以产业生命周期理论为基础,构建产业生命周期识别指标体系和产业用地效率评价指标体系来定量测度不同产业用地的效率与所处的发展阶段。结果表明:①湖北省制造业门类下的31类产业产业用地效率整体偏低且有食品制造业等11类产业处于衰退期。②处于初创期、成长期、成熟期、衰退期的产业用地平均效率分别为0. 450、0. 331、0. 291、0. 403。③经济效益是影响产业用地效率的最重要因素,其权重高达0. 597;规模以上工业企业利润总额、规模以上工业企业资产总额增长率是影响产业规模、发展潜力的重要因素,其权重分别为0. 150和0. 167。根据不同产业所处发展阶段和用地效率测算结果,提出了不同发展阶段的产业用地差别化管控措施,为湖北省的产业用地结构调整和效率提升提供政策启示。 In order to realize the rational allocation of scarce land resources among different industries in the process of industrial restructuring,it was necessary to build a differentiated industrial land management model according to the characteristics of different stages of industrial development and the differences of land use efficiency. Based on the theory of industrial life cycle,index system of industry life cycle identification and industrial land use efficiency evaluation were constructed to measure the land use efficiency of different industry and the development stage. It showed: ① The land use efficiency of 31 industries under the manufacturing sector in Hubei Province was generally low and 11 industries such as food manufacturing were in a recession. ②The average efficiency of industrial land in the initial stage,growth stage,maturity stage and decline stage was 0. 450,0. 331,0. 291 and 0. 403 respectively. ③Economic benefit was the most important factor affecting the efficiency of industrial land,and its weight was as high as 0. 597. The total profit of industrial enterprises above scale and the gross asset growth rate of industrial enterprises above scale were important factors affecting the scale and development potential of the industry,and the weights were 0. 150 and0. 167. Finally,according to the development stages of different industries and the results of land use efficiency,the differential management measures of industrial land for different development stages of industry were proposed,which provided policy inspiration for Hubei Province to adjust the industrial land structure and improve the efficiency.
