新中国成立70年来,国有企业一直是国民经济的重要支柱力量。国有企业为推动我国经济社会发展、科技进步、国防建设、民生改善做出了重要历史性贡献,保障了国家战略的有效实施。展望未来,国有企业的功能定位应是通过全面深化改革,建立现代企业制度;在具备适应市场竞争活力的前提下,在关系国家安全、国民经济命脉的重要行业和关键领域与重要前瞻性战略性产业,拥有控制力与带动力;继续在国民经济中发挥主导作用,实现宪法所赋予的使命。从路径上看,国有企业功能定位是通过国有企业的分类予以完成的;从外部环境看,国有企业要与民营企业在竞争中性下共同发挥作用;从委托代理关系看,加强国资监管有助于确保国有企业功能定位的有效实现。

Under the premise of adapting to the vitality of market competition, state-owned enterprises should have control and driving force in important industries and key areas that are related to national security and national economic lifeline, and important for ward-looking strategic industries, and continue to play a leading role in the national economy and realize the mission entrusted by the Constitution.From the perspective of the path, the functional orientation of state - owned enterprises is completed through the classification of state-owned enterprises;from the perspective of external environment, state-owned enterprises must play a role together with private enterprises in competition and neutrality;and from the perspective of principal-agent relationship,strengthening the supervision of state -owned assets will help ensure the effective realization of the functional orientation of state-owned enterprises.
