本文分析了技术性贸易措施及应对工作中所遇到的一些共性问题。结合当前各国实行技贸措施的总体情况,使用技贸措施通报评议中遇到的4个不同类型的案例,在不同观察维度下分析这些共性问题与应对措施。分析技术性贸易措施体系中的共性问题所得结果,可以应用于今后应对技贸措施日常实务,并讨论了具体应用。

The paper analyzes some common problems encountered in the practice of technical trade measures, TBT and SPS, and the associated treatments. Based on the analysis of the impact of the technical and trade measures in the current environment, combined with four different practical cases encountered in the notification of WTO/TBT-SPS, the paper also analyzes common problems and counter measures from different observation dimensions, and discusses feasible applications. The results of the analysis of the common problems of technical trade measures can be applied to the technical and trade measures to deal with practical works in the future.
